RHSI principal partners met in 2003 while filling Program and Construction Management staff augmentation positions for the City of Corpus Christi managing capital improvement programs and bond initiatives. Together they quickly realized the positive impact they had providing comprehensive services for this municipality and saw an opportunity to provide the same services to other clients and agencies. RHSI President Jerry Shoemaker P.E. and Vice President Kent Power P.E. expanded the firm in 2006 with the following goal in mind: Support clients in all phases of project delivery from initial project needs assessment through design, construction, and warranty.

JERRY J. SHOEMAKER, P.E.
President & CEO Mr. Shoemaker brings a distinguished military career of 23 years with the US Navy as a Civil Engineer Corp Officer and 10 years of proven success in the public / private sector in engineering and construction totaling over $1 Billion in design and construction. He is a recognized leader in Public Works for Engineering, Contracting, and Strategic Lifecycle Planning with published articles in the ASCE Magazine and speaker at multiple conferences including the ASCE Annual Texas Conferences and Institute of Supply Management (ISM) Annual Southwest Supply Management Conference. Member of Engineering Advisor Committee Frank H. Dotterweich College of Engineering for the Texas A&M University-Kingsville.

KENT POWER, P.E.
Vice President Kent Power, P.E., is a seasoned senior program and construction management professional and former owner of a general contracting company that specialized in public works and infrastructure projects. With over 30 years of proven leadership and construction experience, his areas of expertise include managing million dollar Capital Improvement Programs, consultant and construction management, providing budget information during scope development and then reviewing design documents for in-depth construction estimates. Through his hands-on experience, Mr. Power is well-versed in managing large programs and coordinating the efforts of numerous consulting agencies. He also has experience providing contract negotiation, A-E procurement and coordination of design deliverables, design oversight, constructability reviews, and initial construction schedule analysis with periodic review of schedule updates.
